TITLE I
TITLE I READING
In Title I Reading, the use of multiple educationally-related, objective criteria and uniform procedures are used to identify children in greatest need for program participation. Assessments such as Iowa Assessments, FAST assessments, and the MTSS rubric are used in the decision-making process.. The Multi-Tiered System of Support rubric is filled out initially for each student for reading. Each grade level has a different rubric with proficiency scores built in for FAST, Iowa Assessments and Iowa CORE writing. Students are given a 3-2-1 score for each section. Students who score in the top 15% of the grade, enrichment services (TAG) will need to be considered. Students in the bottom 1-5% of the grade will receive all three tiers (universal instruction, classroom intervention, pull-out services). The students in between (80%), universal instruction is sufficient.
TITLE I MATH
For Title I Math, the use of multiple educationally-related, objective criteria and uniform procedures are also used to identify children in greatest need for program participation. Assessments such as Iowa Assessments, Forefront Math Assessments, and other classroom formative assessments are used in the decision-making process. Proficiency for Iowa Assessments is 41% or above. Forefront Assessments look at Iowa Core and which standards students are not proficient at demonstrating. So if a student achieves less than 40% on Iowa Assessments and demonstrates weakness in more than one standard on Forefront, a need for Title services may be explored.
For both reading and math, If there are more students who are eligible than available resources to serve them, we serve the bottom 1-5% of those who are in greatest need of Title services, with priority going to grades K-2. Students are progress monitored weekly. This information is used to determine the curriculum needs of each individual student. If the Title I teacher does not see growth, and the classroom teacher is also concerned, then a General Education Intervention may be put in place to see if additional assistance is needed.
